The flash collar fits over the flagpole shaft and rests on the top of the exposed portion of the foundation sleeve (which is installed with a slight protrusion above grade to prevent water run off into the foundation sleeve). The collar hides this protrusion to give a nice clean and color matched finish to the base of your flagpole. 

Pro tip: If your flagpole base and flash collar are on the turf/grass, raise the flash collar up the pole and install a small mulchbed or other landscaped area around the pole. This area should be just large enough to keep the lawn mowers clear of your flash collar.
